I think it's using more battery than the other apps by telling me every few minutes that I have apps that
are draining my battery or need to be put to sleep
Is there any way to get rid of it or put it to sleep?!?

May be you do have app that are not optimized. Mine hardly says apps are draining my battery except for my work email app. If you want, you can disable notifications so you are not bothered by these notifications. In my opinion, it's not draining your battery
 
I put all apps I don't need running on background to "always sleeping apps". So I don't get notifications that an app is about to be put to sleep.
 
Never thought to disable this one. When compared to say an LG G6 the standby drain on Samsung phones is poor and it could be one or a combination of stuff causing this. I pkg disabled my S8 heavily and never really improved standby life significantly but never tried disabling device maintenance.
