Device WiFi wont turn on Samsung Note 10.1 GT-N8000

Android Central Question

Hopefully someone can help me.

My friend gave me his old tablet before moving, when I charged it and switched it on the WiFi just says "Turning on..."but the button is in the 'Off' position.

The Device is a Samsung Galaxy Note 10.1 GT-N8000
Android Version 4.1.2
Device Status is Rooted

Any other info I can provide just ask
