dial using a Galaxy S4 mini to dial from my computer

Hi, I am trying to dial a modem using my galaxy S4 mini, using my computer connected via USB cable to the phone, and an application called secure CRT to emulate a serial terminal.

I need to do this because my PC does not have an internal modem to dial.

The software recognize the phone and attempts to dial but can not complete the call
