How can I make the dialing screen black instead of white I feel it is to bright and waste battery life now.

You're on a GT-I9195.... A.k.a the Galaxy s4 mini...

This is about the Note 3 not other phones. I am sure there are alot of other phones with different dialer colors but the OP wanted to know for the Note 3 .

I use a third party application called ExDialer for my dialer. It's pretty nice and quick. You can change the theme also. I recommend you giving it a try if you don't like your stock dialer.
