Difficulty with bluetooth headset on Epic Touch

I have a Plantronics Voyager Pro bluetooth headset and just recently got a Samsung Galaxy S II Epic 4G Touch phone. As long as the phone is "active", the bluetooth works fine. If the phone is locked, I cannot make outgoing calls on the bluetooth. Has anyone else run into this problem in the past? I'm assuming it's user error because otherwise it really defeats the purpose of bluetooth if I have to look down at the phone to unlock it before using the bluetooth.
