This is because BA is, or will be, a core app for all Verizon phones. They are doing away with doing in store data transfers when you switch devices and relying solely on BA. It is steadily getting harder to find a store with the hardware necessary to do a data transfer, as it is being phased out.
It will always come back. I ,personnaly, have never had an issue with it. If it is adding contacts that you no longer use then just go to the VZW website and edit your backup from there.
after i did a factory reset and skipped that option. it has not come back to bother nor. and my contacts have been perfect since they are in sync with my gmail contacts.
