Yes... Open Settings/Language and Input/Text-to-Speech and change your TTS to Google. This won't remove the app or place it in the disabled category, but it will prevent it from running and draining the battery. Prior to switching to Google you can also open the Settings for Samsung TTS and modify them.

Go to apps add or remove programs, go to talk back. Remove or disable.

I had the same problemen to keep it simple Just reset your keyboard.
