Disabling setup wizard

I got a new phone but still want to use my old one for games and social media but I keep getting notifications about the setup wizard and I can't get rid of them. I've read you can go into systems and disable it but you can't, it's greyed out and so is block notifications. There doesn't seem to be any way around it.
 
Welcome to Android Central! Is the Setup Wizard just trying to get you to set up a SIM card? What happens if you complete the wizard?

It won't let me, it tells me I have to call Verizon and the other notification says something about me not having a Verizon data plan. What happens if I remove the SIM card? Can I still use Wi-Fi

Most phones will work without a SIM card, although I can't speak for all carriers (and if this was a prepaid phone, that might make it harder as well). See what happens if you remove the SIM card.

Remove the SIM card, having a SIM that isn't active in the phone is the reason the set up wizard is popping up. With no SIM card phone will work like a WiFi tablet.
