This looks to be a device that only google will sell through their store with no carrier subsidy. In that case, no. Remember, the carrers really want to sell a device that they can add some branding to it so they probably aren't really interested in carrying it especially when they are already getting the regular version of the S4.
I think you misread the question. Cdemot02 was asking about a monthly discount on service, not a reduction in the sale price.
I think it's unlikely. Once you have the phone though you are a "free agent" and you have the option to choose either AT&T or T-Mobile, with no strings attached. It would be cool if they offered something to entice you
