Do 3rd party sellers like Best Buy ever offer discount on phones purchased with Device Payment Plan?

I've never seen one... it seems like whenever there's some kind of special promotion for purchasing with Device Payment Plan, it's always on Verizon's website or at the local corporate store. (for example, last month's $400-off promo on purchasing the new Note 5)
