Does anyone have current links to instructions on how to root Nexus 7 2013?

I have a Nexus 7 2013 running Lollipop 5.1.1 and would like to try Xposed. I'm pretty sure that requires root.

Does anyone have current links to instructions on how to root this device?

I have a Windows 8.1 x64 PC.

High level the steps are thus:

Either get a toolkit (WUGS for example) or download the Android SDK.

Both are used to accomplish the same thing: getting the correct drivers on your PC so that you can open up an ADB connection to your Android device.
The toolkit gives you an interface where you're selecting options and clicking buttons, rather than typing command line actions into Windows. Most people prefer that. If you are going to flash a custom recovery, the toolkit is easiest.

You'll need to unlock developer settings: Go to Settings > About Phone - and tap the build number approx 7 times.
Then go into developer settings: Go to Settings > Developer Settings - and check the box to allow oem unlock. Also check, Allow USB Debugging.

UNLOCKING YOUR DEVICE (bootloader) (this step comes later, but be aware this is where this is leading) WILL WIPE YOUR DEVICE

From there, if you're using the toolkit, follow the instructions on the screen - you'll have to configure drivers, create an ADB conection, reboot into recovery, unlock the bootloader, flash a customer recovery (optional), install the root zip and reboot. Keep in mind you'll be on a fresh install of Android, so you'll have to reinstall any apps, etc.

If this all makes sense and you get here and need more help, cool - otherwise, ask any questions you have. Many people have done this part a few times.

Problem. My PC doesn't recognize N7 as an MTP device. Yes I checked it and also checked USB debugging.

Unchecking and rechecking doesn't matter, since I don't have drivers installed. PC won't see device to install drivers.

Ok, the toolkit and SDK both include drivers. I like to use the ones in the SDK. In order to use USB debugging properly, and specifically ADB (both processes use this) you'll probably need to leave MTP unchecked.

If you are using Wugfresh... there is actually a pretty good driver troubleshooter that should step you through getting that all squared away. In the main window, just click on "Full Driver Installation Guide" and follow along.
 
I'm still having issues with ADB not detected.

I don't have "allow oem unlock" in my developer options settings. I do have MTP unchecked.

Sorry, allow unlock is in security, not Dev options

Is it not in device manager at all? There should be something that looks like an android device when hooked up to USB.

It isn't showing up at all in device manager. I'm going to try a different PC.

Yes, anything else I plug into my USB ports shows up fine (printers, external DVD drive, flash drives, USB TV tuner).

I'm going to get a new data cable. I suspect that the cable is bad, since I can't get the device to show up in Windows as a MTP or PTP device, much less try to root it.

Got a cable that works. Device is unlocked. However, I cannot root. When I click root, I just get waiting for device, which eventually just times out.

My only option is to reboot the device, since nothing happens.
 
When you unlocked it did a factory reset. You'll need to go back in and enable dev options, USB debugging, etc. I think ... although it's weird if ADB sees the device and can't talk to it correctly.

I did all that. It just finds the device, finds fast boot, then gets stuck on green android lying on back with door open while NRT times out. All I can do is reboot tablet, which is then still unlocked but not rooted.

Did you install TWRP or is it still stock recovery?
