Does anyone recognize this prompt? Is it malware

I regularly get a prompt on my android that looks like malware.

There is an icon of a police officer in the upper left corner. The text in the box reads
"Permission Required
Oops! We detected that some permissions are required for these tasks to work properly.

Required: MODIFY SYSTEM SETTINGS"

There are two buttons below the text. One is "Close", the other is "FIX IT!"

I always hit "Close"

I only use the google play store to download apps.

There was only one suspicious incident: In Las Vegas Airport Terminal C I tried to connect to the Boingo network. I got a "Bad Certificate" error but proceeded anyway. I was given a choice to pay for internet access or to watch an ad and get free internet access. I chose watch the ad. The ad never started, but the phone stalled for a few seconds. I started up my VPN and was able to browse the net.
 
Does it say which app is causing it to pop up? Could you share a picture? It's usually safe IF it's being generated by a known app that needs to, say, manage your WiFi connection or enable/disable radios, etc. Have you installed anything like that?

If there is no icon or information try long-pressing the notification (without hitting any of the quick actions) and see if that gives you info on the generating app.
 
Here is the picture. I have found a strange clue. When I took this picture, the filename was appended with "NFC_Tasks"...is it possible that a screen shot jpg could be named with the task that is creating the window?

I do use NFC tasks and I did recently disable NFC comms based on warnings from some useless Verizon app.

This message is present in Droid Automation and NFC Tasks apps.
 
Yes, Wakedev should have done a better job. I think it is because the company is French, and English is not their native language though. Unfortunately, they have not responded to my enquiry. I used google translate and a link to here so obviously they think I am trying to get them to click on malware....(LOL)

Thank you for responding. I did defeat NFC tasks because I was having trouble getting my phone to connect to my camera.. it sets up the wifi connection using NFC data.
