Does my Pixel use a ton of wifi/data when I wake it up? Can I change that?

Whenever I wake up my Pixel phone (simply click the right-side button to see the lock screen) my wifi slows down significantly. Meaning, if I am streaming Netflix or on a Google Hangout video chat on a different device the video buffers, skips, etc. Does the Pixel phone use a crazy amount of data/wifi when I wake it or unlock it? Is that part of the settings that I can change without sacrificing too much performance or convenience?
 
If the phone was in Doze (most apps/functions slept to save battery), any of the apps that were slept will wake and poll their respective servers or services for updates. Unless you have a weak router or internet connection, the impact on other devices should be negligible.
