At some level, you need a connection on a local network in order to make the connection to the VPN service. It is certainly possible that they would have an app that allows you to connect to their service without formally connecting to a network first.
This would require complete anonymity including making the initial and any concurrent payment via bit coin or something and never disclosing the location by initiating the phone's GPS, but I believe if someone was attempting to hide something else (illegal or crime), then a VPN alone wouldn't protect them.
In my particular case I just want to keep my surfing habits more private (To include porn, and embarrassing things are meant to be kept private) many times I have been on Facebook and noticed that an ad in reference to something I had been surfing online and it freaked me out how they know. I guess VPN helps wit that.
