Does quick response considered a text?

With GN, when we receive call, there is option of quick response (move the lock in upward direction) for quick response (can't talk, will call later, etc...).
If I use that, will I be charged for text message (I don't have text plan. If I text, I have to pay per text).

yes, it is considered a text because the caller will get a txt msg from you.
