Yes, it does. I use it every day. It is one of the best app that I have used since I have my phone rooted.

I'm not sure what you mean by this. You don't have to have a specific app, or Root access in order for your Epic or Evo to Roam on Verizon. It's something that comes with just about any Sprint phone.
Perhaps you are talking about a specific app which forces your phone to roam?
