Does The Skype App Need To Be Running To Receive Text/Calls?

Does the Skype app need to be running in order for me to receive text messages and phone calls from it?

Yes, it has to at least be running in the background

Does Skype do this any better in Android than it does in iOS? With my old iPhone, even though it was supposedly running in the background and set to always stay online, it would still go offline (which basically rendered the app worthless) . It was a known issue that Skype seemingly ignored.
