Download manager will not stop downloading.

Hello there, I own a Samsung galaxy S4 GT19505 Android4.3.
I updated Google "text to speech" ,as prompted by play store, and checked all the settings and must have accidentally touched the icon to download a voice database.
What happened is the download manager shows in the drop down notification area as downloading voice data ------- but it downloads nothing. So on top of the home screen is a arrow flashing on and off. It's very annoying. It's been there for 3 days.
I've cancelled the download, cleared the cache, stopped the download in "app info", and rebooted the phone. But nothing works. Can you help.

Which cache did you clear? Try opening your App Manager, find Download Manager, and clear its cache. If that doesn't work, try clearing the system cache partition in the recovery menu: Reset: Samsung Galaxy S 4 | T-Mobile Support

I cleared the app manager cache initially.
After reading your post and the article at T mobile, I used Clean Sweep, which is installed, to clear the system cache. And it worked!
I bookmarked your link and do as it says if the problem returns.

Further to my problem, it seems the answer that worked so well was not the answer I needed.
Since then I have tried to update some applications in Google Play. The download starts but does not download anything.
Can you think of anything else that might be causing this? Any help would be appreciated.

I had a similar problem not too long ago that nobody knew the answer to.
One day "6 Videos" started downloading, but they would never actually start pulling any data. Clicking the bar wouldn't open any apps, so I couldn't tell where it was coming from.
Disabling the download manager and clearing its cache and data worked temporarily, but it would always come back soon after. Plus Google Play and other apps need the DL manager to download things themselves.
I booted into safe mode to see if it was a third party app or not, but the very first thing to appear in the notification bar was the "6 Videos" download.
Completely stumped after a week of trying to get rid of it, I took a wild guess and uninstalled "AVD" (Android Video Downloader) and the video downloads went away.

I'm guessing your solution will be similar to mine. You'll have to uninstall/reinstall the app that originally prompted you to download the voice data files, which I assume would be Google Play.

Thanks for the help. My problem is now fixed. I had thought that my last post would be ignored.
What happened is that the next day after my post I received a notification that Tapatalk needed to be updated. This was suspicious and made me guess the cause. I updated Tapatalk and everything else without a problem. The fault must have been with Google Play servers. And I think P Diddy fixed it for me without replying. And when you think about it that was your problem too.
