Download pending on new phone

Just got a new Samsung Galaxy A5 and for some reason the app store doesn't work. I tried to install Instagram among a few others to only be greeted by "Download pending." What is it pending for? I tried clearing cache and stuff, not working for me. Checked inside the app itself to say it was up to date so I don't know .-.

Welcome to Android Central! Does this happen on both wi-fi and mobile data?

Try going to Settings>Apps, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

Solved! Note 9 android pie 9 fixed would show only Download Pending. Went to Settings>Apps>selected Google Play Store>selected Disable was then prompted with choice to restore to original default Version of Google Play Store selected yes to restore. After it finished restoring to original Viola! Downloads started working again. Mike
