download requires wifi...?

So I'm loving the phone and all but I can't download anything over 3g. I mean I understand big files and all, but I'm trying to download things that aren't even a few megs.. wuthafuxup with that??? Anyway to disable this; is this supposed to happen?

Check to see if you have data saver enabled. Its under battery and data manager.

Thank you...that was it. I don't remember setting that up but changing it worked.
