downloading errors in my samsug tab 3

I reset my phone, remove the account and again login, google play store forced stop from setting as well as clear data, forced stop google play services, my playstore is not updated but i cannot download from playstore and even from any browser. Pls help me to solve this

Does this happen on both wi-fi and mobile data? Did you also clear cache/data from Download Manager?
