Droid 4 Notifications No longer work after ICS upgrade

The wife upgraded her Droid 4 to ICS last week and since then it does not receive data notifications until the app is opened or, if the app is running, until it is shut down and reopened. This happens with Kik, Google Voice, Whatsapp, basically any messaging app that depends on the phones data signal.

I can send her a Kik message and it only shows as "Sent" on my phone and she receives no notification of the message until she opens up Kik. The same holds grue for texts on Google Voice and messages on Whatsapp.

Has anyone else experienced this?

For what its worth...I found out later that the Droid 4 was giving a "Background Data restricted" note in the notification bar briefly and after a quick Google search the wife was able to make some changes to the Smart Actions and that prevented the data from disabling while the phone was "sleeping"
