What is the optimum battery temperature for the Droid Turbo while NOT charging? ... while normal charging? ... while turbo charging?

45C maximum for any charge. 20C optimum, but you'll never see it. Never lower than freezing. That's for not charging too. If it's -20C outside, keep the phone in a warm inside pocket or in a case hung under your arm, like a shoulder holster.

There are curves showing how different charge (and discharge) temperatures affect the life of the battery. Anything over a 1C charge (IOW, if the battery is 2300mAh, a 2300mA charge, or 2.3 Amps) will lower the life (number of charges before the battery fails) even at 23C. (Cadex makes battery analyzers, so they analyze them to death, and probably know more about them than anyone but the chemists and physicists who are working to improve them. And I don't work for them, I just find them a reliable source of information about batteries - I've been in the industry, and everything I know agrees with what they say, so I assume that what they say about things I don't know is also correct.)
