i have 11.98 in the sd card .....and 5.66 in the internal phone memory....is this enough? should i delete some apps.
how much is needed for the phone to work properly?

neither of those are used by the phone to run. The phone uses ram which Is separate from the two types of memory you listed. Let me guess, you came from blackberry? I did too and it took me a while before I could download an app and not check my memory level!

You can use most of the internal memory for apps on the DX. I would make sure all the apps you are using are in internal memory and not the SD card. You may run into an issue if the apps you are running open on there own when you turn on the phone but android should put those into a low memory state so you don't use up the available ram. If your having issues it would be with an app itself. Make sure you download in batches so you can trouble shoot if needed. The X has internal memory to spare so you shouldn't have to delete apps to free up space. I have around the same used in internal memory on my X and have no issues.

so i should move my games such as angry bird off the sd card and to the phone itself? Also i can use up all memory on sd card and phone and it will not slow down the droid x?

I see no reason to clutter up my SD card with apps when my on-board memory is near empty.

I don't know anyone that had filled internal storage on their x and I have tried, lol. There is no need to have any apps on your sd card on the x. They will run much better on internal. As far as slowing down the x, that depends on how much ram is being used by the apps they are open. They biggest thing that slows my x is the browser cache. I keep that cleaned out and that seems to help.

Why don't you start downloading apps alphabetically and let us know what letter you get to when it finally crashes.

Just kidding. Under any reasonable and realistic circumstances, you wont come close to filling up your device memory with apps. I'm not saying that it's impossible, but it wont happen unless that's what you're trying to do. Having said that, if you download an app that you don't use, delete it. There no sense in having your phone loaded up with a bunch of junk. It would be like not taking out the trash in your house because there is still some more room left to pile it up in.

I think some one just start dl apps and see how many u can get. I'm at 100 and barely a glitch on my app memory
