Drop Widget will not stick to Home Pixel Screen

While on my cellular network I selected a Widget and moved it to my Home Screen.

However, it did not move.

On my wireless network, moving widget stayed on Home screen.

Why? Is there some setting that limits what you can do on a mobile cellular network vs a connected wireless network?

That's a weird glitch , it shouldn't matter WiFi or mobile data

Remind us which phone you have again? And which widget were you trying to use? Is it only that particular widget, or any widget?
