dropping a pre-recorded voicemail after the tone

I'm interested in dropping a pre-recorded voicemail after the tone when a customer does not answer.
I have found multiple ringless voicemail drop applications but not one that addresses my needs--all I want to do is avoid recording when I go into voicemail.

Someone asked this a while back, and I couldn't find a consumer app that does this. There are enterprise solutions for this (essentially for telemarketing), but I would guess that would cost quite a bit.
