Dull wallpaper on lock screen

I've tried looking into the settings and fix this but nothing. Is anyone else experience this on lock screen or pull down notification it dulls out the wallpaper?

Yes, pulling down the Notification Shade significantly reduces the brightness of the wallpaper. This is by design and for me it is quite desirable as I'm wanting to concentrate on my notifications. I don't want bright wallpaper competing for my attention.
