Dumb Question About Minutes

With Sprint's mobile-to-mobile, are you allowed to call any other network without minutes against you, or is that only true of Sprint-to-Sprint calls? If free, what exactly uses up your minutes?

Any mobile to mobile call is free. Call a landline and it counts
