Dungeon Hunter 4 graphics settings

I installed Dungeon Hunter 4 on my Nexus 7 first and changed the graphics setting to "High". Then, I installed it on my Nexus 4 and I noticed that I could set it to "Very High" for the graphics setting. I went to take a look at the options on my Nexus 7 for Dungeon Hunter 4 and the highest setting is "High".

Does anyone know why the Nexus 7 has lower graphics? Is it because it has 1 GB RAM and the Nexus 4 has 2 GB RAM?

The game might be optimized for phones, but in all.
The Nexus 4 has 2GB of RAM, and a 1.5 Ghz Quad Core Snapdragon S4 Pro CPU, with Adreno 320 GPU.
While the Nexus 7 has a 1.2 Ghz Tegra 3 CPU, with Geforce ULP Graphics.

What I mean, is that the Nexus 4 is much more powerful, and the game might realise that. It is a graphically intense game, so it might stutter with high-settings on the Nexus 7.

Finally, most games don't even use all of the cores, so the 2GB of RAM is what most apps can use.
