dynex charger does not charge my android phone why

bought white adapter that goes to wall and any cord I use it does not charge my note 3 Samsung?

1. Does it charge any other devices? If not, it's defective.

2. Does any other charger charge your phone? If not, the phone is defective.

3. In the "Output" line on the charger label (which may just be raised lettering in the plastic), what's the output current (A or mA)? It should be at least 2A or 2000mA. (And the voltage should be at least 5 Volts.)
