email not updating

ok I use hotmail and have noticed that sometimes it will go over a hour without updating. I have it set for updating every 15 min. anyone have any ideas.
 
I would like it if my email would download to the phone every time, but ONLY when, I click on the "mail" icon. Any thoughts on that?
