Emergency Alerts settings all grayed out.

I have a new Alcatel Dawn with Android 6.0. I've spent hours now trying to figure out how to change the Cell Broadcast and Emergency Alerts settings. I can get there via messaging or wireless settings, but the settings are all grayed out. I am starting to wonder if this is a defective phone, or something intentional by Alcatel. I do not see a separate app for emergency alerts on the phone, as I read was the fix in one place. I understand you can't change presidential alerts, but all my settings are grayed out.

Welcome to Android Central! It might be due to the carrier -- have you asked them?

I reset all of my network settings, which was effective. I didn't have to do factor reset. It was a nightmare with amber alerts constantly going off.
