emergency dialer

my 2 preschoolers have dialed 911 while my phone was locked and charging. is there anyway to turn it off while still keeping my phone locked? i can"t just put my phone in a high place. my kids are climbers. please help!!!

I think for liability reasons there has to be an emergency call bypass.
