Enable draw over other apps for Duo

I have a Verizon Galaxy 6 Edge Plus with Android 6.0.1, trying to install duo and wants me to enable draw over other apps but I can't. I'm able to enable it for other apps. I disabled LEX and I disabled the edge panel.
