Error: Connecting packet service

[SOLVED]Hey guys, I just got my replacement phone today. For some reason when enabling/disabling debugging mode I get an error: reset phone connecting packet service

Anyone know what this error could be?

Solved my issue by turning debugging off, turning phone off, pulling battery for a minute, put battery in, and then it worked.
