Even if I have a really weak signal Google offline voice recognition won't kick in.

If I turn my mobile data and Wi-Fi off Google voice recognition works fine but even if I have one bar of mobile data or a very weak Wi-Fi signal it just won't work. I use a lot of voice dictation so my temporary solution is to just turn mobile data and or Wi-Fi if my signal is not strong enough, say what I need to say, and then turn it back on then it will detect it and let me send to my message.

Has anyone else had this problem?
