Unfortunately, the answer is the same today as it would have been when you asked, and that is, "no."
The export function in Bookmarks to SD stopped working sometime around the high version 8 or early version 9 release of Dolphin, in the second half of 2012.
It was never repaired and Dolphin were forced to remove Bookmarks to SD from the Play Store in February 2013, because so many people were installing it, only to find out that it didn't work.
Dolphin said at that time, that they would fix Bookmarks to SD at some point, but they still haven't done it.

I would also like to be able to export my bookmarks from Dolphin, so that I can uninstall it from my phone and import the bookmarks into my current browser, Opera Mobile. I do a lot of form-filling during mobile web use, and found that Dolphin does not display form controls properly, whereas Opera Mobile, not being WebKit-based, does. I even had to use Opera Mobile to post this reply, as it would have been too long for Dolphin to display in the text field.
