Extra 16% for Tmobile '0% APR' financed devices

I noticed this when I was looking at my bill. Tmobile seems to be charging state/federal/regulatory fees on a 0% APR equipment financing arrangement. WTF? Are all carriers pulling this nonsense? This came to basically 16% of the cost of my phone, at that rate you'd almost be better off with a low interest credit card being used to purchase the device. If this is common place I feel like it is not very well disclosed.

These fees are associated with the SERVICE and not with the DEVICE. Every carrier in the US has these fees.
