EXTREMELY URGENT - com.sec.android.app.launcher

I use a Samsung Galaxy s6 Edge, can anyone tell me please that is the com.sec.android.app.launcher started if one manually selects an app or uses the phone etc. ; or can the phone run this launcher even if its idle and not being used by anyone .
