Factory reset and Google Log in screen

Hi,
We use Android devices at work and I would really appreciate some help.

I am factory resetting two Android devices, a Samsung A5 phone and a Samsung Tab A tablet. When I factory reset them, the tablet starts up, I agree to Google terms, connect to wifi etc, then both devices go into the Android home screen where the App icons are visible.

I need both devices to go to the Google screen where it asks for a gmail email address after being factory reset, this is because I need to install a Mobile Device Management software on these devices through Android for Enterprise. It can only be done through this screen.

In the past, Android devices I have factory reset have always gone to this screen so I am not sure what the issue is here.

That's odd... are you sure you didn't skip the google account settings screen? In any case, you can always add the account manually through Settings/Accounts.
 
Welcome to Android Central! Are you doing the factory reset through the system settings or the Recovery Menu?

I am doing the Factory reset through the System Settings

I can’t add the account manually through services/accounts, it has to be when the phone is fully factory reset and on that initial Google screen where it asks for an email.

I have also tried a hard reset on the devices

Hmm, it's very odd that you agree to Google terms, but never see an option to add your Google account in the Setup Wizard. Where did you get these devices from? Could they be clone/knockoff devices?
