Fast Boot or Not?

The phone's default is fast boot.

Is it best to keep it on fast boot or not?

Turn it off. The normal boot process takes like what 2 minutes? Fastboot shaves like 30 seconds off of that. It also causes issues with getting into recovery/HBOOT and can cause application issues because most apps don't like to be "hibernated"

Personally I've never had issues, and boot times with fast boot on are only shamed by the RAZR.

Fast boot isn't much faster and causes issues sometimes. I would disable it unless you really need to save the extra 30 seconds.
