Do You Think so that Google has made so many changes in Oreo? For normal User, its seems to be normal use of Noughat and Oreo both work same.

What is your opinion?

What you see isn't always what you get. Visuals in the UI are just a small piece of the puzzle. One such example is the new autofill API that allows password managers like Lastpass to fill in login screens without using the accessibility service (which they won't be able to use anymore at some point by the way).

There are enhancements to power consumption, etc... Pretty much every system has changed.
