file based encryption option in developers menu?

I was wondering what this is for and if it is on by default?

No, it's not on by default and if you choose to convert to file level encryption (from block level encryption) it's going to have to wipe your device to do it - basically like a Factory Reset.

Thanks for the response. Is this something you would recommend doing to take full advantage of Nougat, or does it really matter that much?
 
It's something that Jerry seemed to recommend in the article - IIRC it should be a little faster than block level encryption.

I'm going to enable it as soon as I get a backup of my SMS/MMS and encrypted password data.
