fixing phone with boot loop problems

is this a major problem that is indicative of hardware problems on this phone or could it be fixed easily by putting a custom ROM/recovery on it? I was looking at getting one with a boot loop for cheap it appears to be running stock I was told it started after an update really trying to find one of these cheap so I can get a data plan.

ONCE (AS A NOOBIE) I flashed CLOCKWORK MOD AND FLASHED A ROM and was stuck in a boot loop. Anyways for what ever mistake I did I, my phone was stuck at a boot loop. I payd 200$ for my OV and I was like fkkkk ..I bricked it. Googled a few things and read that this recovery (down below) has a "FIX BOOT LOOP" OPTION. So I placed the recovery in my SD card and flashed it....I nearly cried of happiness once my phone was working. This is the name of the recovery I use:

Don't need to do anything special for this. Just flash and you should start right up again with no hassel. Remember there is a "FIX BOOTLOOP" OPTION you can run and it will fix it.
