Flight or Fright - Send SOS not turning on data.

In flight mode the Send SOS Messages are not sent, unless a wi-fi transmitter is nearby. At least with my s9+, the SOS will turn wi-fi on, but not data. Worse there is no quick link to turn on data.
The 'Messages will be sent when network available' notification might not be much help in a worse case senario.
