Forcing a color for the Navigation Bar?

Is there any way to force the Navigation Bar to be a specific color all the time? I just noticed some full screen apps with white backgrounds cause the text and many icons on the bar to blend in. This was actually a problem with the Note 9 was well, but I actually thought the app was removing the bar entirely. I just noticed it was still there tonight. The Cnet app is a good example of this. It would actually have a side effect of hiding the front camera. I use a pure black wallpaper, so I don't even see the camera until I open an app.

Seems like too much effort and change for such a small thing. Ugh.

Just like downloading a app , just it's a launcher with more tweaks.

It will also change color depending on the color of your wallpaper....
