If you're referring to hotspot apps no. You would need to be rooted for that to work.

Are you in a Sprint Network Vision /lte area?
If your not? hotspot with sprint
will be almost useless with the legacy 3G.
I had a rooted evo with wimax
And i can tell you it was a headache using the hotspot. Even if I had say 6mb download speed on my evo ? The tethered speed on the connecting device was maybe 500kb. But as they say ymmv.
