The best phone would be the one with the most RAM, the fastest CPU and the fastest GPU. Today that would probably be something with a Snapdragon 845 chipset. am Adreno 630 and 6GB of 8GB of RAM.

With the Snapdragon 865 in production (but not scheduled to be in any phones until 1Q 2019 at the earliest), you might want to wait. By 1Q 2020, there will be games that will show a significant difference when running on an 865 and an 845. (And the 865 is rumored to be able to do 5G.)
