I know you could get cell phones frequency on the old scanners did they do away with that now I have the new digital scanner but still having trouble even getting the police frequency

Many police departments are using encryption now; you would need the correct encryption code to hear them. There are also different forms of digital being used. Have you checked out this site: https://www.radioreference.com/

It was much easier to use a scanner when everything was analog and not encrypted.
