Full notifications in pull down shade no longer showing

With the Nougat update on my Verizon GS7, notifications now only show the first line or so in the drop down, and I have to tap the top of the notification to get the actionable items like delete, reply, etc. Is there a way to make these actionable items show every time without having to tap on the notification itself?

Nope, not on stock anyway. You'd get too cluttered if that was doable, though. The actionable items are meant to come up when action for that specific notification is needed, so you do need to 'activate' each notification first.
